COURT: The accused, you have pleaded guilty to one count of trafficking in dangerous drugs. The quantity of drugs involved is 1,538.06grammes of a mixture containing 528.14 grammes of heroin hydrochloride.

These drugs were imported into Hong Kong and therefore calls for enhancement. All things considered, I adopt a starting point of 18and a half years’ imprisonment, enhance it by one year, totalling 19 and a half years.

Having taken into account everything urged in mitigation on your behalf, there is really no other real mitigation apart from yourearly plea of guilty, for which I shall give you the full one-third discount; reducing the starting point to one of 13 years’ imprisonment.

You are therefore sentenced to 13 years’ imprisonment.
