COURT: You stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the magistrates’ court andyou have been committed to this court for sentence.

The quantity of drugs involved is 1,654.60 grammes of a mixture containing 1,130.09 grammes of heroin hydrochloride and 171.62 grammesof 6-monoacetylmorphine hydrochloride. These drugs were imported into Hong Kong and, therefore, calls for enhancements.

I have listened to all the mitigation advanced on your behalf. All things considered, I adopt a starting point of 23 years, enhanceit by 2 years, making a total of 25 years.

Having taken everything that has been urged on your behalf in mitigation, I am prepared to give you a slightly more than one-thirddiscount for your plea of guilty and for your cooperation with the police, thereby reducing the starting point to one of 16 and ahalf years’ imprisonment.

You are therefore sentenced 16 and a half years’ imprisonment.
